Targeting as Strategy: Civilian Harm in Ukraine as a Forward Indicator of Russian Intent
This report explores Russia's use of war crimes as part of its strategy in Ukraine. It aims to understand what Russian civilian targeting behavior tells us about Moscow's strategic logic.
Executive Summary
Four years into Russia's full-scale invasion of Ukraine, the patterns of civilian harm that have emerged are not merely a record of atrocity - they are, and can be observed as a strategic intelligence product. The evolution of Russian targeting, from the indiscriminate early bombardments of Kharkiv and Mariupol to the sustained, systematic campaigns against national energy infrastructure and the deliberate use of precision drones against identifiable civilians, traces a clear arc of doctrinal development. Taken together, these patterns reveal how Moscow calculates cost, tolerance, impunity, and coercive leverage in a protracted conflict.
This report argues that civilian harm data from Ukraine functions as a set of forward indicators: observable signals about Russian strategic intent, operational capacity, and willingness to escalate. For policymakers and risk practitioners in neighboring states and alliance institutions, reading these indicators correctly is not (just) an academic exercise. The targeting logic refined and iterated in Ukraine will not remain confined to Ukraine.
The report is structured around four analytical frames: the evolution of targeting patterns across three phases of the conflict; the structural accountability gap and Russia's deliberate exploitation of it; the role of documentation ecosystems in both constraining and exposing Russian behavior; and the implications of these patterns for neighboring theaters and future escalation scenarios. It concludes with a set of policy-relevant observations for risk practitioners working in, for example, European security, defense planning, and international legal accountability.
The Anatomy of Russian Targeting: Three Phases
Phase One: Shock and Maneuver (February–September 2022)
Russia's initial strike campaign reflected assumptions of a short war. In the opening weeks of the full-scale invasion, targeting was characterized by high volume, low precision, and the use of weapons-including unguided bombs, multiple launch rocket systems (MLRS), and anti-ship missiles repurposed against land targets - that were inherently incapable of any meaningful civilian-military discrimination. On the first day of the invasion, a missile targeting Chuhuiv Air Base struck a neighboring residential block; in Vuhledar, a ballistic missile hit near a hospital, killing four civilians.
The assault on Kharkiv, Ukraine's second city, provided the clearest early evidence of targeting philosophy. Russian forces fired MLRS systems into densely populated residential areas over a sustained period beginning in late February 2022 - systems so inaccurate in urban environments that their use in such contexts constitutes prima facie an indiscriminate attack under international humanitarian law (IHL). The Centre for Civilians in Conflict documented 28 verified indiscriminate strikes in Kharkiv between February 28 and April 30, 2022 alone.1
The siege and destruction of Mariupol between February and May 2022 represented the apotheosis of this phase: a major port city systematically reduced to rubble, with attacks on hospitals, civilian evacuation corridors, and the Azovstal steel complex sheltering thousands of civilians. Mariupol established the template for what Russian commanders appeared to consider acceptable in urban warfare - a standard that would be applied with varying intensity across subsequent operations in Bakhmut, Avdiivka, and smaller settlements along the eastern front.
The key analytical signal from what we can call Phase One was not the scale of destruction alone, but the absence of any apparent constraint. Moscow's forces demonstrated neither the capability nor the inclination to minimize civilian harm when military objectives were at stake - and sometimes when they were not. The targeting logic was coercive and reputational as much as it was operational: civilian suffering was instrumentalized as a demonstration of Russian resolve and Ukrainian vulnerability.
Phase Two: The Weaponization of Winter (October 2022–Late 2023)
The pivot to deliberate infrastructure targeting beginning in October 2022 marked a qualitative shift in Russian strategy. On October 10, 2022, Russia launched an opening salvo of 84 cruise missiles and 24 loitering munitions against the Ukrainian power grid - an attack that damaged approximately 30 percent of Ukraine's energy infrastructure in a single day. This was not incidental damage; it was the opening move of a calculated campaign to render Ukraine uninhabitable during winter.2
The Yale Humanitarian Research Lab subsequently analyzed this campaign using satellite imagery and open-source data, concluding that between October 2022 and April 2023, Russia conducted widespread and systematic bombardment of Ukraine's power generation and transmission infrastructure across both frontline and non-frontline oblasts. The methodology, peer-reviewed and designed to meet evidentiary standards for international courts, established systematic targeting as a documentable fact rather than an allegation.3
By November 2022, the only mass blackout of the war had occurred, forcing the shutdown of all operating nuclear reactors for safety reasons. By mid-December 2022, Russia had fired more than 1,000 missiles and drones at Ukraine's energy grid. The concept of "weaponization of winter"- deliberately targeting thermal power plants as temperatures dropped, forcing a civilian population to choose between warmth and electricity - entered the strategic vocabulary of the conflict. By mid-2024, Russia's cumulative strikes had destroyed nine gigawatts of Ukraine's domestic power generation capacity against a peak winter demand of eighteen gigawatts.4
Phase Two contained two critical forward signals. First, Moscow demonstrated a willingness to target critical civilian infrastructure as a deliberate military strategy despite explicit prohibitions under IHL, and despite the existence of international legal processes. Second, and perhaps more important, Moscow demonstrated that it could calibrate this campaign across multiple winter cycles - absorbing international condemnation, adapting its munition mix as Ukrainian air defenses improved, and returning each autumn with refined targeting. This ‘campaign’ is a doctrine.
Phase Three: Algorithmic Attrition (2024–Present)
The period from late 2023 through the present has seen a further evolution: the normalization of massed drone and missile salvos as a sustained coercive instrument, combined with a disturbing shift toward the deliberate targeting of individual civilians using short-range drones equipped with cameras. Analysis by the Center for Strategic and International Studies (CSIS) Futures Lab found that Russia's aerial campaign increasingly normalized salvos exceeding 700 munitions per strike, occurring days apart. What began as events occurring roughly once a month in 2022, involving approximately 100 weapons, had by late 2025 become a feature of near-daily operational tempo.5
Drone launches escalated dramatically: from approximately 200 Shahed-type launches per week in mid-2024 to more than 1,000 per week by March 2025. In the deadliest single long-range attack of 2025, Russian strikes on the western city of Ternopil on November 19 killed at least 38 civilians, including eight children, with 99 others injured. According to the UN Human Rights Monitoring Mission in Ukraine (HRMMU), 2025 was the deadliest year for civilians since 2022, with 2,514 verified civilian deaths and 12,142 injuries-31 percent more than in 2024 and 70 percent more than in 2023.6
The short-range drone dimension of Phase Three carries particular strategic significance. Civilian casualties from short-range drones increased 120 percent in 2025, resulting in 577 civilians killed and 3,288 injured, compared with 226 killed and 1,528 injured in 2024. The HRMMU head, Danielle Bell, reported data showing a "clear and disturbing pattern" of short-range drones being used in ways that put civilians at "grave risk"-with evidence suggesting Russian operators may be deliberately targeting civilians both to terrorize the population and to develop operator skills.7
This last point should be read carefully, as the use of precision short-range drones to deliberately hunt individual civilians represents a specific doctrinal choice, not a failure of discrimination. It reflects a decision at some level of the Russian command structure that the political and legal costs of such targeting are acceptable - a calculation whose inputs will be examined in the following section.
The Accountability Gap and Its Strategic Logic
The Architecture of Impunity
Understanding Russian targeting behavior requires understanding how Moscow has processed the international legal response to that behavior. The accountability architecture assembled since February 2022 is, by historical standards, remarkably robust. The International Criminal Court (ICC) has issued arrest warrants for six named individuals, including President Vladimir Putin himself-the first such warrant against a sitting head of state and permanent UN Security Council member. The warrants cover the unlawful deportation of Ukrainian children, the war crime of directing attacks against civilian objects, causing excessive civilian harm, and inhumane acts.
Additional warrants have been issued for Lieutenant General Sergei Kobylash, Commander of Long-Range Aviation; Admiral Viktor Sokolov, Commander of the Black Sea Fleet; former Defense Minister Sergei Shoigu; and Chief of the General Staff Valery Gerasimov - essentially the command chain directly responsible for the strike campaigns described in Section I. Over 128,000 cases of alleged Russian war crimes have been entered into Ukraine's Unified Register of Pre-Trial Investigations, with 530 charges filed in Ukrainian domestic courts and ongoing investigations in more than twenty countries.8
By conventional international legal standards, this represents an extraordinary degree of documentation and formal accountability action in the midst of an active conflict. And yet, from Moscow's perspective, it has had near-zero operational effect. No warrants have been executed. Putin's sole visit to an ICC member state-Mongolia in September 2024 - produced no arrest. Russia has formally legislated the ability to ignore rulings from foreign and international criminal courts, with Putin signing legal amendments in late 2025 granting Russia the right to disregard ICC and other foreign court judgments. The Kremlin has declared ICC warrants "outrageous" and continues to assert the lawfulness of all actions in Ukraine.
This is not merely defiance - it is a structural fact that Moscow has incorporated into its strategic calculus. The ICC cannot, under Article 15bis of the Rome Statute, exercise jurisdiction against non-member states such as Russia over the crime of aggression. The creation of a special tribunal for aggression - long sought by Ukraine - has been stalled by disagreements over hybrid versus fully international structure and the immunity of the "troika" of Russian president, prime minister, and foreign minister. These gaps are not accidents; they are features of the international legal architecture that Russia has deliberately mapped and exploited.9
Impunity as Strategic Input
The key question is not whether Russia faces accountability in an abstract sense, but how Moscow's leadership reads the cost-benefit calculus of continued and escalating civilian harm. Three signals from the past four years suggest that the accountability architecture has not meaningfully altered Russian targeting decisions.
First, targeting intensity has increased, not decreased, as the accountability record has grown. The escalation from Phase One through Phase Three, documented above, has actually tracked inverse to the accumulation of legal instruments against it. The issuance of the Putin warrant in March 2023 preceded, rather than interrupted, the 2023 winter infrastructure campaign. The Shoigu and Gerasimov warrants in June 2024 preceded the dramatic escalation of 2025. If accountability mechanisms were functioning as deterrents, the signal in the targeting data would run the other way.
Second, Moscow's legislative response-formalizing the ability to dismiss international court rulings -reflects a deliberate decision to institutionalize non-compliance rather than navigate it case by case. This is a strategic posture, not an operational one. It signals that the Kremlin anticipates a sustained period of international legal pressure and has chosen to absorb rather than accommodate it.
Third, the failure of Mongolia to arrest Putin despite obligations under the Rome Statute provided a real-world test of the warrant system's enforcement reach - and the result was instructive. Russia observed that a state party to the ICC could host its sanctioned president without consequence. The political scientist Georgy Egorov and economist Konstantin Sonin have argued that unrestricted impunity sits at the core of Putin's consolidating autocracy-that the system depends on the demonstration that power is above accountability. The ICC warrant, in this reading, may actually reinforce rather than undermine Putin's domestic political standing by dramatizing his defiance of Western-led institutions.10
The policy implication is not that accountability efforts are futile - the long-run deterrent value of documentation, the constraints imposed on Russian officials' international mobility, and the evidentiary record for future prosecution all have genuine strategic worth. The implication is rather that these mechanisms operate on a different timeline than the targeting decisions they are intended to constrain. In the near-to-medium term, the accountability gap functions as a permissive condition for continued and escalating civilian harm.
Documentation Ecosystems: Capacity, Gaps, and Strategic Value
The New Architecture of Evidence
One of the distinctive features of the Ukraine conflict has been the unprecedented scale and sophistication of civilian harm documentation. Open-source intelligence (OSINT) platforms, satellite imagery providers, forensic architecture teams, civil society organizations, and official monitoring missions have collectively produced an evidentiary record with no historical precedent in an active conflict. This ecosystem matters for several reasons beyond the immediate accountability function.
The Armed Conflict Location and Event Data Project (ACLED) has tracked over 140,000 conflict events between February 2022 and December 2024, with explicit records of damage to residential properties (over 4,200 events), schools (over 650 events), healthcare facilities (over 350 events), and energy infrastructure (approximately 1,000 events). The HRMMU has maintained verified civilian casualty counts against internationally accepted methodological standards. The Yale Humanitarian Research Lab has produced court-admissible spatial analysis of infrastructure targeting. The Reckoning Project has gathered over 300 individual testimonies of torture and over 100 witness testimonies of child deportation.11
These are not merely archives - they are active strategic instruments. Documentation constrains the escalation space available to Russian commanders: actions that are systematically recorded and attributed cannot later be denied as effectively as those that are not. Documentation shapes Western public opinion and political will to sustain support for Ukraine. And documentation creates the foundation for future accountability proceedings that, however distant, cannot be foreclosed by any current legislative act of the Russian state.
Structural Gaps and Exploitation
The documentation ecosystem has significant structural limitations that Russia has demonstrated awareness of and, in some cases, deliberately exploited. Access to occupied territories remains severely constrained, meaning that the scale of civilian harm in Russian-controlled areas of Donetsk, Zaporizhzhia, Kherson, and Luhansk is systematically undercounted. The HRMMU notes explicitly that its verified figures represent a floor, not a ceiling. Older persons, who represent over 45 percent of civilian deaths in frontline areas despite being only 25 percent of the national population, are particularly likely to be underdocumented because they are disproportionately the people who remain behind in contested zones.
Russia has also learned to conduct certain categories of action in ways that are harder to document in real time. The use of short-range drones to target individuals, for example, produces dispersed, geographically scattered incidents that are harder to aggregate into patterns than large-scale strikes. The use of "deniable" naval assets - shadow fleet vessels equipped with surveillance equipment, suspected of severing undersea cables and launching drones against military facilities in Finland and France - operates in a space specifically designed to complicate attribution.
For risk practitioners, the documentation gaps are themselves informative. Where Russia invests in obscuring its activities, it typically does so because those activities are more politically sensitive or legally exposed. The fact that Russian forces have used GPS jamming and spoofing extensively in the Baltic region - causing Ukrainian military drones to stray into Estonian, Lithuanian, and Latvian territory - suggests Moscow is actively managing escalation optics even as it extends its operational footprint.
Forward Indicators: Implications for Neighboring Theaters
Reading the Targeting Record as a Signal
The four-year arc of Russian targeting in Ukraine yields several observations that carry direct relevance for risk assessment in neighboring theatres. These are not ‘predictions’; they are actual indicators - observable features of Russian behavior that, if replicated or adapted in another context, would signal specific categories of escalation risk.
The first indicator concerns operational doctrine and civilian tolerance thresholds. Russia has demonstrated repeatedly that civilian harm is not a failure mode in its targeting system - it is, in many cases, the intended output. The "weaponization of winter" campaign was explicitly designed to make civilian life untenable. The short-range drone campaign against identifiable individuals is consistent with deliberate rather than incidental targeting. For neighboring states assessing their own vulnerability, the question is not whether Russia would apply similar logic to their civilian infrastructure in a coercive or conflict scenario - the Ukraine record suggests it would - but how and under what conditions.
The second indicator concerns the salvo escalation curve. CSIS analysis has traced a clear trajectory: from roughly 100-weapon salvos occurring monthly in 2022, to 700-plus weapon salvos occurring days apart by late 2025. This trajectory reflects industrial capacity growth in Russian drone production, adaptation to Ukrainian air defenses, and the normalization of mass strikes as a default coercive instrument. The key operational insight for neighboring states is that Russian doctrine has decoupled firepower from maneuver-strikes can serve coercive and attrition purposes independent of territorial advance. A coercive campaign against Baltic or Nordic infrastructure does not require Russian ground forces to cross a border.12
The third indicator concerns the geographic spread of pressure. A systematic review of Russian airspace violations against NATO members from 2022 through 2025 found 18 confirmed violations in 2025 alone-three times the number in 2024 and more than half of all violations recorded across the four-year period. Geographically, violations expanded from three NATO members in 2022 to six by 2025, including Romania, Poland, Estonia, Lithuania, Turkey, and France. The character shifted from sporadic incursions to what Georgetown's Frederic Lemieux has described as a distributed pattern of pressure across NATO's eastern and southern flanks.13
In September 2025, Russia launched nearly two dozen drones into eastern Poland. Russian fighter jets crossed into Estonian airspace. Unexplained drone sightings were reported over airports and military facilities across Denmark, Germany, and the Baltic states. These are are calibrated messages, read by European security officials and think tanks as deliberate probes of alliance resolve. The Polish chief of staff warned in November 2025 that an armed attack on Poland was being prepared. The European Council on Foreign Relations assessed Russian airspace incursions as attempts to test whether NATO's response had dulled after years of grinding war in Ukraine.
The Hybrid Energy War and European Infrastructure Risk
The energy warfare dimension of the Ukraine conflict has direct implications for European infrastructure risk beyond the battlefield. Russia has demonstrated both the doctrine and the operational capability to combine physical attacks on energy infrastructure with targeted disinformation designed to amplify their psychological and political effects. In Ukraine, this has meant systematic destruction of power generation capacity-approximately 50 percent destroyed or occupied by late 2025 - coordinated with information operations designed to demoralize the population and weaken Western support.14
Against EU member states, Russia has deployed a parallel hybrid energy strategy: shadow fleet vessels suspected of severing undersea cables and conducting surveillance of critical infrastructure; cyberattacks against power grids in Poland and Czechia; GPS jamming that has disrupted civil aviation across the Baltic region; and disinformation campaigns targeted at energy transition decisions in Finland, Sweden, and the Baltic states. When the Baltic states disconnected from the Russian energy grid in February 2025, Moscow's information operations sought to undermine confidence in the transition by predicting shortages and price spikes. The playbook tested in Ukraine - physical degradation combined with narrative manipulation - is being adapted for application against NATO members below the threshold of open conflict.15
The analytical challenge is to track the degree to which Russian behavior in the hybrid space mirrors the escalatory trajectory observed in Ukraine-moving from probing and signaling toward more persistent and more damaging attacks. The current evidence suggests Russia is in an active testing phase: identifying vulnerabilities, measuring response thresholds, and building operational familiarity with the European infrastructure environment.
Capacity Reconstitution and the Post-Conflict Window
Any forward assessment must account for what Russia will look like after the Ukraine conflict concludes, and how the targeting experience will shape its future operational posture. Military analyst Michael Kofman assessed in early 2025 that Moscow might regain the capacity for a smaller-scale incursion into NATO territory in as little as two to three years after the cessation of large-scale operations, with full conventional offensive capacity possible in seven to ten years. The Belfer Center's scenario analysis places the highest-risk window for Baltic contingencies around 2027–2028.16
The Ukraine targeting record matters for this calculation in two specific ways. Russia will exit the Ukraine conflict with a generation of commanders and drone operators who have been trained, in live operational conditions, in the precise techniques documented above: mass salvo coordination, energy infrastructure targeting, precision drone hunting of individuals, GPS jamming in contested airspace. This is a qualitatively different threat than a force that has theorized these capabilities. Second, the accountability record - however extensive - will not have translated into operational constraints for Russian commanders unless enforcement mechanisms improve substantially. The permissive conditions that enabled the targeting described in this paper will persist into any post-conflict period.
Policy Observations for Practitioners
The analysis above yields several (concrete) observations for policymakers and risk practitioners. These are offered not as comprehensive policy recommendations but as analytical anchor points derived from the Ukraine targeting record.
On Indicator Monitoring
Civilian harm data from Ukraine should be read actively as a strategic intelligence product, not only as a humanitarian register. Shifts in targeting patterns - the object types being struck, the weapon systems being used, the geographic distribution of attacks, the tempo of salvo cycles-carry information about Russian operational capacity, doctrinal development, and escalation intent. Practitioners in European security institutions would benefit from systematic indicator frameworks built on the ACLED, HRMMU, and CSIS Firepower Strike Tracker datasets, structured to identify pattern shifts in near-real time.
On Infrastructure Resilience
The three-phase targeting arc in Ukraine demonstrates that energy infrastructure is a primary Russian coercive instrument and will likely remain so in any future conflict scenario involving European states. The appropriate baseline assumption for European infrastructure planners is not only that Russia will not respect civilian objects under IHL, but that it has demonstrated the willingness and capability to systematically destroy them. Defense planning, grid architecture, and emergency preparedness frameworks should be stress-tested against the level of sustained infrastructure degradation observed in Ukraine, not against hypothetical compliance with the laws of war.
On the Accountability Ecosystem
The current accountability architecture - ICC warrants, domestic prosecutions, universal jurisdiction cases, OSINT-based documentation - has genuine long-term deterrent and constraining value that should not be abandoned because it has not produced near-term behavioral change from Moscow. The value of the record compounds over time. What the Ukraine case also demonstrates is the need to close the most significant structural gaps: the absence of an enforceable mechanism for the crime of aggression, the documentation deficit in occupied territories, and the coordination gaps between civil society documentation and formal legal proceedings.
On Escalation Management in Neighboring Theaters
The observed trajectory of Russian airspace violations, infrastructure probing, and hybrid activities in the Baltic and Nordic region suggests a deliberate testing campaign that predates any post-Ukraine capacity reconstitution. Alliance responses to these incidents carry their own signaling value: a pattern of downplaying or non-response to airspace violations, drone incursions, and sabotage operations communicates threshold information to Moscow about what is tolerable below the Article 5 trigger. Practitioners should assess the cumulative signaling value of incremental responses as carefully as they assess the risk of over-reaction.
Conclusion
The targeting record from four years of war in Ukraine is not merely an archive of atrocity. Read as a strategic document, it reveals how Russia prosecutes coercive warfare against civilian populations: the phases through which targeting evolves as a conflict extends, the doctrinal choices embedded in weapon selection and target type, the calculated relationship between impunity and escalation, and the adaptation of tactics in response to both defensive countermeasures and documentation pressure.
The most important analytical conclusion is not about Ukraine specifically. It is about what the refinement of these techniques in a live operational environment means for the states and institutions that will encounter Russian strategic behavior in the years ahead. A force that has spent four years perfecting mass salvo coordination, energy infrastructure targeting, and precision civilian drone hunting is a qualitatively different adversary than one that has theorized these capabilities, not to mention one that respects IHL. The accountability gap that has permitted this development will not close automatically. Closing it requires deliberate investment - in enforcement mechanisms, in documentation capacity, in the resilience of the infrastructure that Russian doctrine has identified as its primary coercive lever.
