    Danica Rachele Starks is a Senior Fellow at Delphi Global Research Center. She is a global executive, board leader, and economic statecraft strategist with more than two decades of experience operating at the intersection of international trade, geopolitical risk, development finance, and private-sector engagement with a specialization in Europe and Eurasia. She is widely recognized for advancing U.S. commercial competitiveness abroad, shaping economic and energy policy, and building strategic partnerships across government, business, and international institutions. A member of the Bretton Woods Committee and former Policy Lead for Russia, Ukraine & Eurasia for the Commerce Department, her expertise spans economic statecraft, political economy, sanctions policy, trade and investment strategy, energy security, and extractive industries.
